The financier purchased a smaller island - the Little St James - originally in the late 1990s, but later purchased the larger adjacent island in the year 2016 for approximately $22.5 million.
The released images suggest he had formulated plans to build upon the substantial island by building residences, an performance venue, an office beneath the waves and a pool.
Marked on the drawing is a channel, a strait in the US Virgin Islands, marked on the bottom right.
